According to World Boxing Council President Mauricio Sulaiman, his organization is following through with their plan in the wake of the announcement that junior welterweight champion Terence Crawford (32-0, 23 KOs) is heading up to the welterweight division.
The first piece of the puzzle is now set. Number one contender Amir Imam will fight third ranked Jose Ramirez for the vacant WBC junior welterweight title.
Sulaiman informed ESPN Deportes that he plans to issue an order which directs number two ranked Regis Prograis to fight number four Viktor Postol for the interim title.
The winner of Ramirez vs. Imam, which is expected to take place in February, will have to make a mandatory defense against the Prograis vs. Postol winner.

The division starts from scratch!
Imam (21-1, 18 KOs) has won three in a row since getting knocked out by Adrian Granados in November 2015. At the time of that fight, Imam was the mandatory challenger to the WBC title and was facing Granados to stay busy. Imam picked up a TKO win last weekend in Fresno, California.
Ramirez (21-0, 16 KOs) also saw action in Fresno last week, when he blasted out undefeated Mike Reed in two rounds, as part of an ESPN televised doubleheader, and in the process retained the WBC Continental Americas title.
Prograis (20-0, 17 KOs) is a rising star in the division. He had an impressive win back in June, when he destroyed Joel Diaz Jr. in a Showtime televised fight.
Postol (29-1, 12 KOs) has only fought once since losing a twelve round decision to Crawford in their unification last July. He came back in September and fought Jamshidbek Najmiddinov. During the fight, Postol was dropped hard and nearly got stopped, but survived and fought his way to a unanimous decision win in Kiev.

Ramirez does look good but I didn't see Iman fight. Overall though the junior welterweight division is coming alive since Crawford moved up.

The vacant junior welterweight world title fight between Jose Ramirez and Amir Imam now has a date and venue: March 17 at the Theater at Madison Square Garden in the main event of a Top Rank ESPN card.
Top Rank chairman Bob Arum made the unexpected announcement on Thursday as he was presiding over the final pre-fight media conference in advance of the bout between junior lightweight world titleholder Vasiliy Lomachenko and junior featherweight titlist Guillermo Rigondeaux, who is moving up two weight classes for a historic match that will mark the first time that two-time Olympic gold medal winners will fight as professionals. Lomachenko and Rigondeaux will meet in the main event on Saturday (ESPN, 9 p.m. ET) at the Theater at Madison Square Garden.
When Arum got to the point in the media conference that he wanted to talk about featherweight prospect Michael Conlan, Arum said Conlan's next fight would take place on March 17 -- St. Patrick's Day -- with Ramirez-Imam headlining the card.
"Not only is it St. Patrick's Day and Mick Conlan will be on the card, but it's gonna be a really interesting card because there'll be a vacant 140-pound championship -- my fighter, Top Rank's fighter, Jose Ramirez, a young kid from Fresno, against, listen to this, Don King's fighter, Amir Imam," Arum said. "So it'll be Arum and King going at each other in the Mecca of boxing. Don't miss it!"
Conlan, the blue chip prospect and two-time Irish Olympian, will face Argentina's Luis Fernando Molina (7-3-1, 2 KOs) in a six-round bout on the televised undercard.
Arum, who turns 86 on Friday, and King have been rivals for decades, though they are much more friendly these days than ever before. But it's been quite some time since they've done a significant fight together.
