Allah, Yahweh and God are all the same too. It doesn’t mean that the people who follow those religions believe or interpret things the same way.

Exactly what he have done. Remove him from the general population. If hes going to be released he clearly needs psychological intervention whilst inside otherwise he's likely to be a problem. The prison system however is bursting at the seems, because you have too many people locked up for stupid shit. Small is definitely a danger, and I'm glad he's been locked up.

It's virtually impossible. How could you police it, unless you keep them all in permanent solitary confinement, which I am not advocating.
It's possible he has a narcissistic personality disorder - in which case it's possible that therapy and/or medication could be the answer, but resources are so stretched now that it's doubtful there's time or money for that.
