I don't know that anybody is a harder puncher than George Foreman
MAYBE Earnie Shavers, but I mean Foreman knocked out higher quality dudes than Earnie ever knocked out so...no off hand I can't say that there's any fighters I'd definitely say hit harder than Foreman, and the list of guys who MAYBE hit harder than Foreman is a short one.

I was watching an interview with Leroy Caldwell on YouTube today. He said Shavers hit harder

It that can mean that Shavers simply hit him cleaner in some sweeter spots.
For the record, journeyman Caldwell was stopped by both Foreman and Shavers in the 2nd round.
And although Shavers supposedly hit harder, it took him six seconds longer to dispose of Caldwell.

Earnie Shavers didn't hit that hard... He hit the super hittable Ron Stander and Tex Cobb full bore - 2 of the most hittable Heavyweights you ever saw, but he couldn't even put them down and they both suffered KO losses to other swingers... Shavers hit Bob Stallings full bore. Stallings had more losses than wins, but survived Shavers best shots and beat him... Ron Lyle was willing trade with Ern... Whyte looked like a dead bird caught in a fence, but Deontay Wilder turned down a fight with Whyte... He doesn't want the comparison.

Foreman probably had more of a heavy, thudding power, if these types of things can accurately be measured.
With Tyson, he had the power, of course, but it was the hand speed that made his punch so devastating.

You clearly see Lewis flicking his wrist instead of punching straight behind the shoulder like a legitimate punch... Then Lewis rotates and twists his wrist as the thumb catches the corner of Vitali's eye in classic thumb strike fashion.... After the thumb strike Lewis CLEARLY grabs Vitali's head and rubs his hair and head into the slashed open cuts...

Foreman was ancient for those fights. Joshua, Wilder, and Klitschko bang, but they fail to rate with others. Wilder turned down Whyte because Joshuas people felt he had to fight and beat him, to fight their guy. Foreman could punch, most of the guys he struggled with were in the last few fights of his career, much the same way as Joe Louis struggled to stop opponents in his later years.

Picking guys mid career is silly because at one stage Foreman was 40-0 (37KOS) with a 24KO winning streak going into the Ali fight. There is an interview that I have referenced may times on here before with a sparring partner of (2nd Career) Foreman, Lewis, W Klit, Holyfield, and Tua amongst others.
He said Foreman had very similar power to Tua in that both guys' could numb your face with a jab. But he seemed to feel Lewis and W. Klitschko hit harder overall.

I've heard guys say as a single punch Tyson wasn't the hardest. Ribalta said Smith hit the hardest, Pinklon Thomas said Weaver, Holmes says Shavers and Holyfield said Bowe. I think its more a case that Tyson hits you with several punches in the time others may have only landed one punch. Also think many fighters don't like a certain opponent, so they don't rate them as high as they should. Also, it depends if you actually got hit with much in your particular fight. For example, Byrd did not get hit much by Tua, certainly nothing huge.
Also a guy who was not really know for having a big punch can on rare occasions land a monster punch. The hardest punch Lewis ever got hit with was by Rahman, who was not a particularly hard puncher.

The iron jawed Dillian Whyte? Joshua is the only puncher he has faced and he got buzzed badly in the 1st, had a few decent rounds when Joshua was blowing and then got knocked out cold once AJ got his second wind. Funnily enough the same guy mentioned a friend of his who was a Tyson sparring partner (just before they had to start offering big money to get people to take the job). He said exactly that. Foreman was probably the hardest punching HW of all time....look at how the bodies of his opponents are "swept" when he hits them. However.....he lacked two things...based on my observations.
1. Typically his opponents could see them coming, more than not. Like the big Locomotive barreling in. And that helped his opponents in a limited sort of way.
2. He wasn't all that laser focused on "where" he hit someone.
Those two things probably define the difference between him and Tyson.....for a while Tyson was a Laser and finding those perfect noggin points that put you to sleep. Foreman could sort of squash you like an ant. or bust your head like a melon. Debilitate you but not necessarily always put you to sleep. Nor did he need to.
Tyson hit you like a well guided baseball bat.
Foreman hit you like a falling tree. More overall power....but not much more overall effectiveness.
