Daniel Jacobs isn’t going to be given an opportunity to face the winner of the GGG-Canelo bout in the short-term, because there are several other fighters that are ahead of him in the queue (i.e. Sergiy Derevyanchenko [IBF], Jermall Charlo [WBC], Billy Joe Saunders [WBO]… and potentially Ryota Murata [WBA]).
It’s unlikely that the winner of the GGG-Canelo bout will be allowed to face someone like Daniel Jacobs, in a voluntary defence, without being stripped of their titles (due to a failure to either perform their mandatory obligations or engaging in a title unification bout).

He could become a late replacement for Canelo. He has a fight against Sulecki scheduled for a week earlier, so he will be fully ready if necessary.

The governing bodies can use their discretion to occasionally contradict their own rules under mitigating circumstances, such as authorising the use of a late replacement opponent, even if they aren’t the mandatory or not even ranked in the top 15.
However, if the Canelo-GGG bout does go ahead though, we won’t see Jacobs facing the victor of that fight anytime soon.
