I'd pick Moorer. In his prime he had demonstrated not only skills, but toughness, which would have been to much for Chagaev.

Chagaev just an above average fighter. Some nice wins but close over Oquendo and Valuev. But I remember him better for being dominated by Klitschko and getting stopped by Browne.
Moorer was very talented and brought a big punch up from light heavy to heavy.
His main weaknesses were a lack of strong focus and a less than dependable chin.
Moored probably controls Chagaev for the most part with that strong southpaw jab and batters him into submission by the 10th.
The Moorer who beat up Holyfield for the title would simply be too much of an all around talent for Chagaev.

I would pick Chagaev... Before he got Hepatitis he was undefeated and a very good boxer...
Plus Ruslan was a lot more rugged than Moorer and pushed the pace harder...
David Tua went right after Moorer like he went after John Ruiz... "I watched Moorer's fights... I noticed that he doesn't like pressure and he has a wide guard... I wanted to get really close and shoot a right straight up the middle as soon as I could... It worked really well.. He's an ideal opponent for me, like John Ruiz."
George Foreman got beaten up for a lot of rounds, but he finally found the formula in the 10th... "I needed to get closer... I was getting him with the short ones straight through the guard."
