My first reaction was, hey why not Briggs - let’s have an entertaining freak show. On the second thought though, that would likely be just awkward and painful to watch with plenty of hugging and Briggs’ frequent tripping off his own feet. On paper Breazeale seems the best of the three, to the point it may prevent him from being chosen for being too risky as a comeback opponent. Hence we can’t rule out Ustinov.

Fury has been an addict and an emotionally fragile mess for the better part of these past 3 years.
There's no reason to place excessive duress on him the first time back by sending him into the ring against a competent opponent.
The "fight" will sell itself because of Fury. On June 9, there's no reason to immediately shove the former champ into deep waters

Dominic Breazeale isn't going to happen, all he's got to do is stay active and he's getting Wilder.
Shannon Briggs is a 48 year old fellow drug cheat who hasn't fought in two years. The BBBofC should hang their head in shame if they licence him. I thought thy had a rule about over 40's coming in as opponents. They wouldn't let Fury fight Botha a few years back.
Alexander Ustinov is a horrific styles match up and he bring zero tickets sales to the table.
Why not just fight Jemal Woods, Everret 'Big Foot' Martin or Jess Willard.

Breazeale is underrated imo, he's a sturdy opponent. Briggs would a farce that shouldn't even be sanctioned. Fury would put a real beating on him.

I disagree with you here. If Briggs had enough time to prepare for a fight with Fury, I think he would stand a good chance to get a TKO in the early rounds. Especially if the referee doesn't allow Tyson to hug and hold ( which would probably happen if Briggs got Fury into any trouble early on ).
I'd give Briggs about a 25% chance of getting Fury out before the 4th round. If not, Briggs might slow down a bit in the mid to late rounds, and Tyson winning on points, or a late round stoppage, only because Briggs would be gassed, unable to defend himself up against the ropes.
Either way, I think this fight would be entertaining, and surely not a blowout in favor of Fury.

Breazeale could really test Tyson’s fitness...which is a huge question mark. If they do make that fight, Fury’s very serious (in terms of getting back into it) as I don’t think he’ll look devastating against Breazeale who can really soak it up.

rudenko is really the perfect opponent. short, not a puncher, not super aggresive or really going to put on major pressure, already lost to hughie so furys probably had a good look at him and knows he can beat that style
yet not totally uncredible like this tiny armenian that gets mentioned

Breazeale is on the cusp of being Wilder's mandatory contender. There's no way that Fury's people are seriously considering him as a comeback opponent. Period. Much less their first fight back after two & a half years of slothfulness & gluttony. Hell, I seriously doubt if Fury's people even find a remotely live body to undrape against.

What is he going to learn by fighting bums?
He can fight bums behind closed doors & shake off the rust, then announce he's ready for a top tier guy or a trinket holder if he fancies it.
Sugar Ray Leonard did that after 3.5 years + of being a coke head & alcoholic, so if Fury is as big & as good as his smack talk, someone like Breazeale would be perfect for him, especially if he can't get a trinket holder.

Glossy win/loss record. A lot of KOs.
But when he stepped up to a fringe contender in Charr, he clearly lost.
Also he's pretty much a cruiserweight so Fury is naturally about 50 lbs. heavier.
If Seferi is the designated victim, Fury better hope that Seferi doesn't hit as hard as another natural cruiser, Steve Cunningham.

I think based on the OP, none of the proposed fighters are likely. I personally voted for Breazeale, because I think it makes the most entertaining fight. In that one, based on current affairs, I expect Breazeale to win.
Out of the three, Ustinov is the most likely, as Briggs is a loose cannon, and currently serving a drugs ban (?).
I'm thinking it is highly likely that we will see some Haye tactics applied here, and he'll pick someone with a glossy record, as has been suggested by many posters on here already.
It'll be interesting though, as Fury has been a pretty uncompromising spectator to the sport over the last two years, and has been less than complimentary on recent performances by his biggest rivals. He might have to eat a slice of humble pie if he doesn't pick a credible opponent and beat him soundly.
