Not signed up to VADA doesn't necessarily mean not tested.

I can't speak for other countries, but any championship level boxer holding a BBBoC license is subject to year round testing by UKAD by default. UKAD are generally pretty strict too, and violations come with suspensions measured in years, not just a token few months.

Recent happenings suggest VADA testing might not actually be worth that much, if you're a fighter who makes people rich.

I believe that Canelo isn’t signed up, I know he doesn’t care for the WBC but you would think after testing positive his team would want to go out of their way to prove that he’s a clean athlete...

They dragged out one case. There's blame on both sides for that too. The Furys weren't exactly cooperative.

In terms of testing, they actually go out and do some (compare the frequency of Joshua's testing, compared with anyone signed up to WBC/CBP - big difference).

Also, unlike VADA/USADA, UKAD have the power to issue suspensions directly, so they have no inclination to show leniency where there's money involved (they receive the same fee whether they're testing Anthony Joshua or testing me).

VADA/USADA simply test (sometimes), then issue a report. Beyond that, they have zero power. It's up to the commissions or alphabet groups to issue sanctions, and we all know they think of their bank balance first and foremost...

The whole PED testing system is counterproductive in America.
