Sure 14 fighters all fighting for 1 card could pose problems, but with contigency/backup fighters being available for quarter or semi bouts i don't think it would be too difficult to overcome. Having finalists pull out is another story as i would envisage finals being the headline - but is it much different from any other weekend of boxing? Golovkin Canelo 2 was scheduled to be the biggest fight of 2018 and its descended into farce with a shambolic opponent and change of network & even state that it will be held. It happens, tournament format or not.
If a number of under prepared stand ins are brought in you no longer have a tournament or a result with and meaning.
A ‘proper’ show with three tournaments running at the same time is different to a standard show in that one mans injury causes issues for every other contest, not just his own.

A tournament run like that would have so little credibility that nobody would even pass comment on it let alone buy a ticket so I don’t believe it would be any kind of success.
