Both the UFC and Al Haymon's headquarters are located in Las Vegas and are very deeply connected with the casino powers as the proposed event would take there. Dana comes from a boxing background and he and Haymon did a widely successful partnership in the Mayweather vs McGregor fight plus White has access to Zuffa's huge profits from the recent sale of the UFC of which he himself earned $400 million. Dana wants to develop a Zuffa Boxing arm of the company and has expressed an interest in Anthony Joshua . . . I could go on and on why I think its likely.

I don't see any reason why Haymon and Hearn would be wanting to bring in a 3rd Promoter to split the Pot with. Why would they need Dana White?

Dana is independently wealthy, has immediate cash on hand to escrow the funds for the entire show as a guarantee and still has access to much more through the UFC's new parent company WME-IMG as well as Dana's friends the Fertitta's. Haymon would want such a partner as a co-promoter.

Eddie's the best promoter in Boxing right now. By a wide margin. His cards, and the magnitude of his events these last few years speak for themselves. He doesn't need to "Make you think he's the best promoter" you can see it with your own eyes if you just open 'em and look.

I think it's far more likely that since the offer did not come from either Al Haymon, Shelly Finkle, or Lou DiBella, but simply in the form of a personal email from Deontay Wilder himself (who has zero authority to make such an offer, and zero access to the funds which would support it), that the 'offer' is in fact not genuine at all, and is just Wilder spouting more hot air.
Especially... As the deadline for the 'offer' to be responded to, is BEFORE a scheduled meeting between Hearn, Haymon, and Finkle - the people who actually CAN put a contract together.

Also, Hearn is in the minor leagues? He's built up a former convicted drug dealer into a saviour of British boxing type of phenomenon, a £20mil a fight PPV attraction, regardless of opponent, and without ever needing to take the show to America where 'all the money' is supposed to be.
He's raking it in. Meanwhile, uncle Al has píssed away someone else's money, struggles to get his 'star' fighters more than one fight a year, doesn't have a single genuine PPV attraction on his books, and despite having the first genuine US heavyweight champion in years (with a big personality to boot), and a potential fanbase of 330 million people, can't generate any more than $2.1mil a fight without having Joshua in the opposite corner...
