A champ must defend his title against any fighter in the top 15 not coming off a loss. Having a draw in the previous fight is fine. In order to unify, the unifying champions BOTH must have defended that belt successfully three times. A successful defense is anything where a champion retains the title. The only way this rule is not upheld is if two champions meet in one of the various tournaments thru the season.
As long as a fighter is eligible, minor titles could be unified. If the CW champ was American and wanted to fight for the MGM Grand title, etc. If a minor title holder tries to fight for a major title, they can keep their title if they were to lose. If they were to win, they'd have to forfeit their minor title.
