Japan has a rule very similar to that, where by a fighter must have won either the Japanese, OPBF or WBO Asia Pacific title before getting a world fight in Japan
They make an exception ONLY for exceptional amateurs (think the rule was bronze or higher at Olympics or World Championships), with Murata wing the only fighter to qualify under that exception so far
It's boxing. Titles generally are less relevant these days.
As said, as there are squillions of different trinkets in each division. Why do things the hard way, when you can beat Joe Schmo for the WBC Diamond Studded Super-Mega Platinum Belt. Gets you a ranking, if nothing else.
A great shame really. I remember some great European fight nights, electric atmosphere as some hardened, technical grizzly Italian/Frenchman/Bulgarian came over to contest one of our lads for the right to call themselves champion of their continent.
Pretty sure all of our Middleweights in the early 80s (Sibbo etc) went through the European title.
