You can...

Use a DVD player (multi region) and scart it up to a DVD record (multi region).

Have the NTSC disc in the DVD player, set the DVD to PAL mode.

Have the DVD recorder in PAL mode - put in a blank DISC.

Play on the player, record on the recorder.

What you have recorded is a PAL version of the NTSC disc.

Easy.

I do that aswell, there is little point converting as most DVD players (and tele's) in the UK play NTSC Disc's fine.... But it is possible if you want to do it.

Depends on the machine you have purchased I guess - when I put this into a my PC DVD drive it says "disc format - PAL" and it plays on DVD connect to an old TV that cannot play NTSC stuff in colour or full screen. When playing this disc it is full screen and colour.

Just saying my experiences.
