Minimumweight Unification - Why is it not happening?

WBA champion Thammanoon Niyomtrong (18-0) and WBC champion Chayaphol Moonsri (50-0) are two best undefeated Thai minimumweight champions.

Does anyone know why these two have not fought yet? Do they share different promoters that hate each other? Seems like they have both been champions for years and still have not fought each other.

The idea for a while has been for other Thai's to pick up the other 2 titles, and if they can get all 4 they'd consider unification. It also makes more sense, promotional, to have 2 different champions based on how the Thai scene works. If they unify they limit the amount of world champions able to headline shows, shows in Thailand don't draw huge sums of money.

From the outside looking in it makes sense, from the inside it doesn't make sense.
