I think so. Lemieux is a very straight forward opponent, the path to beating him has been clearly mapped. Rocky, not so much. Smith caught Rocky cold, and had the wherewithal to ensure the finish- I'm not saying Canelo doesn't- I just think Rocky learned a valuable lesson from that fight and a repeat scenario isn't likely.
It's no surprise him moving up. The surprise is how long he made MW.
He actually looked quite small against Golovkin in their second fight. He looked like a damn boulder in their first fight, though. He was gigantic.
