Duran was sharper and better definsively. It would have been competetive though. Duran by close decision or late stoppage after the rounds of war.

Both in shape Duran wins at any weight from Lightweight/Jr Middleweight The Great Pacman would barely hang on to see out the fight at Lightweight and Welterweight to lose a Clear Un Dec at Jr Middleweight a motivated Duran stops Manny in 8.

Heart says Duran, brain says Pacquiao.
Let's put it like this: at lightweight Duran would be too powerful for Manny, but at welterweight Pacman was in outstanding shape: too fast and furious for Duran, even if "Manos De Piedra" could end the fight anytime with some clean PowerShot.

Now this strikes my imagination: Old School vs post-modern Great Filipino Hope, very similar physical structure (size is impressively alike), both tough-enough, same head-on approach, both in-fighters, obviously...
Pacquiao has handspeed advantage, but I believe that Duran hit harder... Duran was more used to take on heavier-than-welterweight opponents...
It's a long journey from flyweight to superwelterweight, but as much as I respect Pacquiao's all-timer greatness, I must notice that, most probably, Pacquiao's complexion makes it harder for him to move up over the superwelterweight than Duran's...
...So, to sum it up, I believe that Duran's slightly stockier complexion, with the punching power that comes with it, could make the difference: at that level of makings, technique, smarts and experience, physical fitness means a lot.
