However, just a month prior, he had lost a fight to Franco Wanyama on 6 July 1995.
The most conclusive evidence that the Ray Anis fight was not for the IBO title on the line, was that it was 10 rounds. Boxrec incorrectly lists it as 12 rounds.

From the video, you can see that the IBO title was never mentioned, and it was a 10 round non-title fight.
I think Jimmy Thunder had actually been stripped of his IBO belt in March 1995, when he faced Trevor Berbick for the WBC Continental Americas title on 17 March.
It's very likely. If not then he was stripped when he lost to Wanyama in June. But I think it was the former.

The information I have is that Thunder forfeited the IBO title on the day he fought Ray Anis.
