How do you come to a percentage?

Teddy Atlas seems to be the only major name that I've seen, who thought Harrison won... but I haven't researched deeply.

76% is more than 3/4. So thats the calc figure before the wrong decision rule kicks in.

Yeah, I figured that part out...

But how do you accumulate opinions... where/who/etc? This seems peculiar.
