It may be more to how he's been handled. Hasn't stepped up (Chisora maybe) and hasn't been very busy either. One fight in 2018. Twice in 2017.

The 4-6 are pretty well obvious just we all have them in different order.
7-13 I van at least make an argument for.
BUT THE LAST 2 ARE HARD.
I just can't figure out who is more deserving.
People talk about how solid the division is.
I look at this and think what a drop in talent with each number

My top 15 and a few extra in case anyone wants to scrutinize which fighters almost made it (but if you do, then just know that I don't give a f*ck). Honestly, everyone between #10 and #21 feels too close to call. Especially since some of these fighters like Takam are getting too old to rank accurately, Huck's last meaningful heavyweight fight was in 2012, a lot of these fighters' only key accomplishment was a single draw or SD, or some don't have any meaningful fights against top 25 opponents.

my observations so far: imo people overrate Whyte and underrate Kownacki, but anyway the list looks good. everyone ranked Fury at 2, nobody ranked Wilder above him, it just shows who really won their fight in the eyes of people.

This list made me notice how much the quality starts to fade around the teens. jennings made the list, but realy hasnt done anything in my books his losses to vlad and ortiz, if i could think of anyone else id oh thrown them in instead.

Are y'all not aware that Huck was robbed against Povetkin? Huck beat Povetkin, Hunter's best win at heavyweight is Ustinov. On a related note, the type of comparison you're making, their relative performances against Usyk, is like saying Bryant Jennings fared better against Wlad than Pulev did, therefore rate Jennings above Pulev. It's a pretty small factor when compared to the fact that Huck's entire remaining resume is like 100 times as good as the remainder of Hunter's resume. Huck has about 25 wins that are better than Hunter's best win, and I'm not even exaggerating a little bit.

huck vs pov was 7 years ago, huck has 1 win since 2016 and its 2019 now, hunter also did far better vs usyk then huck did, id rate him higher at hw now though not top 15 yet

i personally see it like this
1: Joshua, Fury, Wilder (i could well have Wilder in 2nd tier too)
2: Povetkin, Ortiz (i rank Povetkin higher than Wilder but he is old now so it's obvious that he will be fading, also he comes after a loss so he will not get really big fight/titleshot soon, maybe he will never get it again)
3: Pulev, Miller, Whyte, Parker
4: Kownacki, Breazeale, Hrgović
5: Jennings, Chisora, Hunter, Kuzmin, Kabayel
2nd Tier: Povetkin, Whyte, Ortiz,
