I just found a news and a picture of him with Anton Pinchuk, Kazakhstan's amateur boxer (91kg), they sparred, it was in the last week of december

I'm not a huge fan, but I was like, Where the hell is this guy? He has size and power...hasn't fought in way too long.

I totally forgot this guy even turned over. It's a shame he's not doing much considering guys like Yoka, Joyce, and Ajagba are standout names in the division right now.

For the moment he seems to be the less promising of Olympics '16 standouts. And probably more because of his promotion and match-making.

HWs require money to make progress... the names and built record opponents ask for money... Backers often sign for short term and short term means you pay more than you make. Unless he is ready to sign a long term deal and end up making serious money at the top, Dychko's career will have quick sequences and then dead sequences... reasonably priced opponents are hard to find at this point. It has robbed fans from great fights at HW for 2 decades

browsing records from the weekend (please someone ban mike marrone) and worked my way to the big dyke, who wont be far off a year w/o a fight soon and has only foughts cans. its almost sad whats (not) happened to him at this rate he wouldve been better just staying in the ams and getting money from the kazak government and fighting in wsb

I found this from an Asian boxing website. Obviously, the 1st March target fight-date has expired, but that doesn't mean that Dychko won't make his ring return soon:
Also looking at a March return is Kazakh Heavyweight Ivan Dychko (7-0, 7) [Дычко Иван]. Dychko's manager revealed that his charge would be looking to return in March 1st, likely in Florida. The bout will be Dychko's first since July 2018, and frustratingly his activity seems to have been with his promotional team as he's not been injured, and instead has been seeing bouts fall through due to reasons outside of his hands. It's been a very frustrating year for the fighter and his fans. Given his amateur credentials there is no reason for him to have been matched the way he has, and hopefully 2019 will see him being busy and taking on some serious tests, rather than continuing to waste time with mismatches and promotional frustrations.
By the sounds of it, Ivan Dychko's inactivity is due to his promotional team.

Should a positive PED test exclude Jarrell “Big Baby” Miller from challenging WBA/WBO/IBF heavyweight champion Anthony Joshua on June 1st, a man who lost to Joshua in the 2012 Olymoics, Ivan Dychko says he’s ready and willing to step in. The 28-year-old Dychko (7-0, 7 KOs), a two-time Olympic bronze medal winner, not only stands 6'9", but has fought Joshua on basically even terms: the Kazakhstani lost a razor-thin decision (13-11) to Joshua in the semi-finals of the 2012 Summer Olympics in Joshua’s homeland of England. Joshua went on to win the gold. [Editor's note: Dychko has not fought since last July when he stopped Maurice Harris in one round. Harris was winless in his five fights preceding the Dychko knockout.]
“He knows he didn’t beat me then and he still can’t beat me,” said a fired-up Dychko. “He got a hometown decision and ended up winning my gold medal. Now is his chance to prove he deserved his success instead of it being handed to him. I’m here in great shape and ready to go.”
Dychko, who went 181-18 as an amateur, says he doesn’t need 20 professional fights to be ready for Joshua. “He’s the same fighter he always was,” said Dychko. “He gets his world rocked in every fight and then his little bit of power bails him out when his opponents get tired. I know exactly how to beat him. I already did.”
