Every boxer you care to mention has at least some fans that massively overrate them. Broner was hyped more, and achieved less. He never even had a brother blocking his path to most of the belts, or a pathetically weak division to excuse the lack of names on his record either. Old man Pacquiao just smashed Broner. Vitali was smashing old Lennox, before that cut happened (not saying he would have won, but at least he put up a fight).
Broner took 'overhyped' to a whole new level.
Worth remembering that Vitali was way ahead in one of those fights, before retiring with an injury, and was also winning the other (against an actual great, although not the best version) before getting that cut. Broner has also lost his biggest fights - in far more clear cut fashion.
Also 'falling for someone's limitations' is exactly what hype is. I'm not saying it's Broner's fault people think he's better than he is. I'm just saying they do/did.
