Cooney was undoubtedly depleted by then, but that's 20/20 hindsight.
He could still belt.

Anyway,there are some facts :
1. Holmes had never been defeated during his prime.
2. His era has been pretty weak (after Ali and before Tyson).
3. His size has been quite enough to be the HW champion (as I know, he was something like Ali).
4. He had some decent scalps (Norton, Shavers, Leon Spinks, Whiterspoon). Of course I don't count his win against old/shot/ill Ali.
5. Regarding Cooney, I don't know a lot about American bullshait race issues, and I don't consider Cooney as a top level HW.

Fury's little dance and showboat, hands behind his back, tongue out routine wouldn't impress Holmes none either.
