I think a) or b) would be sufficient. I don't think there's any outstanding candidates, so maybe a three vote system would work best (I think 5 votes would be too much).

And Miller is DQed, so it's logical to take him away out of the rankings. As he's banned to compete, there's no reason to rank him at this moment.

Make it simple. select the next five guys outside of our rankings from BoxRec rankings and have a poll. Everyone (below Miller) in the current ratings goes up one and the last spot gets filled from the poll.

well, i guess that nobody will defend Miller in this case and he'll be suspended anyway so i'll just remove him from the list.

Less than 1/2 an ounce.
Check the reports. It was recreational weed which does not go against vada when not in training.
