Who would won?

IMO Lockridge by close decision

Agree that it would have a war. Both were very exciting fighters. It would be a back and forth fight. Lockridge would probably do just enough to deserve the decision.
Of course, Lockridge wouldn't actually get the decision.

I think how close the fight would be (at 130lbs), would be at least partially dictated by Chacon's decline by the time he was winning and losing the 130lb title, his well-known discipline problems etc

for me, the Chacon who massacred Little Red would have a great chance against Lockridge- I think about the big counters Laporte caught Rocky with, and that Tony Lopez (whom I always considered a slightly inferior version of Chacon, and who was very similar stylistically to Chacon as Lopez himself has said) did pretty well against Lockridge- and I can't help thinking a mythical fit/well-preserved 130lb Chacon, or simply his younger fresher self at 126lbs, would have the better of Lockridge.
