Must be lowballed. Surely not everyone is scared of facing Joe Joyce?

Of the three original names mentioned, Chisora easily makes the most sense. These all-British match-ups sell well in England, and I'm pretty confident that Joyce - Chisora would sell quite well. It'd be a risky fight, but like... Parker and Povetkin would probably kill Joyce for less money.
Szpilka and Jennings seem like appropriately safe opponents for this stage of Joyce's progression. They are obvious step-ups over Ustinov.

Rumour has it Chisora will face Szpilka on the Whyte/Rivas card. That's what's being 'reported' by several sources. Jennings is one of those guys that just doesn't have a fighter's heart. Talented and athletic, but no fire. Def a step up for Joyce, but Slow-Joe will no doubt wave 'by by" within 7. Good in-ring experience for Joyce.

That Sam Jones who’s Joyce manager is becoming a bit of a mouthpiece - never heard of him until he popped up with Joyce lately.

He is a bit of a bargain basement version of Eddie Hearn.
At least Hearn has a number of top fighters to talk about, which makes him worth hearing at times.
Jones only has Joyce, and thus is easy to ignore.

The only similarity between Jones and Hearn are their personalities. They have completely different professions within the same industry.
One of them is a promoter – the other is a manager. There is no point in comparing their roles or the amount of fighters they work with.
Also, Al Haymon is the advisor to S-JAM Boxing, which is owned by Sam Jones.
