Well, he mustn't be worried about the money because it seems to me that holding the fight in the UK would generate the most.
I also don't think he actually does call all the shots.
Without knowing the fine print in the contract he signed, anything regarding who call the shots is just conjecture.

Re: the belts - he probably hasn't recieved the IBF and IBO belts yet. In fact, I wouldn't be surprised if he was borrowing someone elses WBA and WBO ones ala Fury when he used Khans for his homecoming press conference after defeating Wlad.

He can say he calls the shots but at the end of the day, he signed that contract so he has little to no choice but to fight Anthony Joshua again.
He has some say in where it happens, but more then likely it will be in the UK or in America if Hearn wants to risk it again, otherwise I'd say Mexico or anywhere Ruiz would have the crowd advantage wouldn't be an option.

Also, it depends if all of the World organisations follow up with the rematch,
The IBF have been difficult in the past with mandatory defences (Joshua vs Pulev - eventually Takam and Kell Brook's various defences).
I can't imagine the WBA would have any problem with it as they're already trying to resolve their 'World' title this year, their 'super world' title shouldn't be a problem with such a big rematch.
The IBO isn't highly regarded and they don't normally make many problems when it comes to genuine world title fights so it'll be down to if both promoters want to have the belt as part of the event.
The WBO hasn't been a major problem in regards to title defences over the years so I don't imagine they'd have any problem with the rematch.

We will see, but it is unlikely that a specific country / venue was in the rematch clause.

Dallas, San Antonio, or even El Paso make sense. Sh!t will sellout a stadium in Mexico or any US / Mexico border state.

No one can force Ruiz to fight and for AJ to be seen as close to the "man" again he must fight and beat Ruiz - he can fight whoever he wants for vacant titles - he won't be seen as the man until he beats Ruiz.

I would prefer that AJ pass and TFKoB takes the place of Ortiz in AT&T Stadium (Dallas Cowboys). It would do over 100,000.

Nobody is going to believe them this time...... unless Ruiz goes on a bender and remains inactive (not beyond the realms).... but there is also Fury and Wilder with much better claims than when AJ first unified the belts. Nobody bought that Charles Martin was a world champion - but by the time AJ fought Klitchsko, Fury had been so inactive there was a case for a "vacant" "true" champion.

It's a contract law thing rather than a belt thing. The IBF have demonstrated by stripping champions that they don't recognise rematches unless it suits them.
