Definitely true, ko% means nothing. He faced very poor opposition and was a huge man. Even his slappy arm punches had something behind them, just not a big puncher like his brother was.

Charles Shepherd looked like a bodybuilder but was a volume puncher with no power.

Vitali was physically stronger; no doubt. Wlad hit harder (one shot). Vitali was the better all round boxer in complete terms.
Vitali’s injuries were a major factor in his reduction in power, he threw arm punches after the Byrd defeat. They were hard arm punches though.

Vitali was also kind of accurate with hes punches. He liked to throw lots directly to the chin. Same punches higher on the head would have less effect.

I would say he has more punching power that Strength.
Tyson Fury is probably quite strong. Does not have much of punching power tho.

Ali used his weight and size extremely effectively, he had good wrestling abilities which made it very tiring for his opponents in the clinch. Good shout there. I felt the same about Tim Bradley. Lesser fighter than Ward, but similar attributes in that sense.

Glen Johnson seemed to have a good ability to drive guys back when he wanted to, but wasn't the biggest puncher in the world.

Tyson Fury is a strong guy but doesn’t seem to punch his weight, could be more to do with not planting his feet

As you say, he doesn't really set his feet, plus he has quite loose punch technique. He doesn't ever really look to hurt his opponents certainly not since he stepped up his competition.
