It is as it's typically the other org's champ that is disregarded. Not a challenger, as I remember.

As soon as you are contracted to fight for another ABC title you get removed.

The principle is to have available fighters and so the orgs delete those contracted to fight for another title, those suspended and those holding another orgs title.

As soon a fighter is available he can be ranked.

It is silly in that it distorts the rankings as some fighters are missing, there is no point in ranking a fighter that won't fight for your title though, until recently you would never find any Japanese fighters in the IBF or WBO rankings as Japan did not recognise those organisations. Changed now though.
