Yes, bantam (all divisions lower than 118, too) is weak. There is no man on the earth who can convince me the opposite. Inoue has never faced a top level opponent. Inoue might have a great potential, but right now it is too early to compare him and Loma.
Loma is fighting weaker opposition than Inoue is. You make no sense.
McDonell and Narvaez are likely Inoue's the toughest opponents. Is there any fan who consider them the top level fighters ?

Loma had several top level rivals, definitely.

Bredis lost last year and is 34, and he's "unbeatable?" I guess if you consider the competition at cruiserweight. However, if that is criteria, the most unbeatable is Chayaphon Moonsri, who defends his paper belt against exceedingly weak competition at minimum weight to maintain his 54-0 record. Or Billy Joe Saunders, who is on a softy run and is defending next against a middleweight Argentine cab driver. Or Beibut Shumenov, who is allowed to keep an alphabet belt despite not having fought a warm body in five years. He is totally unbeatable because he won't actually fight
