Juan Martin Coggi-Julio Cesar Chavez Sr.
Why didnt it happen? And, who'd won it? I can see this one at the Hilton Hotel in Las Vegas, 1988-89..

There was no call for it. The brilliant Chavez was making enough dough in defence of his WBC title against a rack of American challengers to consider a dangerous, clever but fairly unspectacular Argentine southpaw like Coggi in a unification match. Coggi wasn't a big enough name in the States, anyway, defending his WBA title largely in Europe.

I doubt it was because Chavez didn’t want the fight or was avoiding him. I did however wonder back then why Coggi wasn’t involved In some bigger fights. Around 1989-1990 you had Chavez as the WBC champion, Taylor as the IBF champ, Coggi with the WBA and Camacho with the WBO.. That was a dynamite Jr. Welter class

My recollection was that Coggi fought Randall a couple of times, one of them in Vegas. Had to check and yeah, that's the case. 3 fights. Coggi fought in the US quite a few times in his second tenure (technically, also third). Suppose the fight would have been more viable in 93-96 than it was earlier.
King and JCC seemed a bit risk averse after the Randall loss but I suppose it could have happened. I think Randall was a DK fighter anyway and he faced Coggi 3 times so probably not that difficult in terms of promotional.
I was curious about Randall, I remember the Chavez fight, it was a huge deal back then and then the subsequent sour rematch and I recall the Coggi fights but not much else. For a 3 year period he actually had a pretty tough run of fights:
