Heavyweight ratings active and inactive

Ruslan Chagaev is higher ranked than Deontay Wilder?! Apparently Marco Huck is also better with all of his 2 heavyweight fights. Wilder comes in at a miserable 73. This after multiple title defences. Is there a place on BoxRec that explains the ratings algorithm. I can't understand it.
