As long as he’s fought his mandatories, he’s fine. Any other defence would be a unification or a voluntary. Not saying his inactivity is annoying, but they won’t strip him for fighting once a year.

Russell is very skilled so it’s too bad he doesn’t fight more and against better competition. Russell is finally scheduled to break out of his usual year-long layoff that he traditionally does since winning the WBC belt from Jhonny Gonzalez in 2015.
Russell is slated to defend against ex-Olympian Tugstsogt Nyambayar on February 8 of next year. That's less than 9 months since his most recent title defense last May!!

Gary Russell Jr. is set to end what will become his shortest layoff in five years.
Multiple sources have informed BS.com that Russell will make a mandatory defense of his WBC featherweight title against Tugstsogt Nyambayar on February 8. Showtime will televise the Russell-Nyambayar bout as the main event of a “Showtime Championship Boxing” broadcast expected to take place at PPL Center in Allentown, Pennsylvania.
Russell, 31, has fought just four times since he won the WBC 126-pound championship from Mexico’s Jhonny Gonzalez in March 2015. Each of the four fights the highly skilled southpaw has had since he stopped Gonzalez in the fourth round have happened essentially a year or more after his previous performance. The 2008 Olympian will end an 8½-month layoff when he encounters Nyambayar.

Haymon seems to be able to do what he pleases with the WBC. I haven't seen any real reason to strip Gary however. Sure he's inactive. To be honest I don't blame him. He already knows he can't be the greatest of even his own era, why not just make some money when you can, and enjoy life. He's having a very successful career from a financial standpoint, a very mediocre and forgettable one from a fight fans standpoint though.
In the past guys careers like this wouldn't have been possible in this sport. It's only now in the era of overpaid fighters that you get guys so content to coast by on just enough to earn their next payday.
In almost every other era of the sport you'd have to do something to keep people interesting in you to keep being able to make money in the sport. Now all you gotta do is be signed with the guy who's paid off all the right people.
