Cooney. Both were hard punchers and more of punchers, than boxers. While Cooney had the range on his side.

The problem for me with Cooney is that we really just don't have enough to go on. On his way up, he scored some exciting stoppages, but the opponents were clearly past their best.
He did look respectable against Holmes, but that's really the only fight we have to go on.
With Shavers, we have a ton of fights. Sometimes he got it done and sometimes not.
In these situations, I go with the guy who is more proven.

One the two is going to hurt the other before long. I think Shavers would be more likely to survive if it happened to him.
Would have to lean towards Shavers.

Good matchup, easy to see either KOing the other. Earnie was better but not the most steady with his results and I wouldn't trust himm too much vs a puncher, though same goes for Coonster
