Briedis seems to be better, than Toney's single decent scalp at this weight. Briedis would outwork Toney like Jirov did, but Briedis is smarter, he would pick punches in a more ingenious way. Maybe Toney could edge it a bit, but it would be a harder bout for him than against Jirov.
