I would say he boxed on for longer than he needed to. It's his career so it's his decision, but then we can always debate about this sort of stuff.
I'll list a few years and timeline.. You be the judge.
Pre 2005
2006 - After losing to Oleg Maskaev via TKO in round 12. Was for the full WBC belt. He was 33 at the time. After the bout his record would have been 41 (33 KOs)-6-2..
2008 - After losing to Wladimir Klitschko in a world title challenge. Was TKO'd in round 7. He was 36 at the time. After the bout his record was 45 (36 KOs)-7-2
2012 - After his round 2 TKO loss to Alexander Povetkin. Last opportunity to win a belt. Was now 39 years old.
He returned 2 years later, entered the Super 8 Heavyweight Tournament and lost in the 1/4 finals to Anthony Nansen (3-2) via UD after 3 rounds.

After Maskaev loss in 2006 he had no notable wins, so looking at his career now it's the most rational option.

2006-2007 he was beyond done. The fight with Klitschko made absolutely no sense at the time and in retrospect still doesn't.
