Crazy ratings outliers

The boxrec ratings are pretty good for the most part but there's some incredible outliers. Bob Foster at 22 in the lt heavy lists. Jack carroll above ray leonard is another. Any more standouts? Bob pastor ahead of foreman?

Also Charles well clear in the p4p. Deserved? Presume this is his wins over moore and the murderers row?

That's right around where I would have foster. The others are ridiculous.
