You can't go just by how many ranked opponents for obvious reasons. He should not get too much credit for beating those versions of Holyfield and Tyson. Nor the Mercer fight where he got a dubious decision. Lewis did beat guys like Ruddock, Bruno, Golota, Rahman, and Tua. Obviously that's pretty good.
However, Frazier beat Quarry, Ellis, Bonavena, Bugner, and Mathis. That's pretty good too. You certainly could legitimately argue that it's more impressive than who Lewis' wins. If you add the Ali win to that (which you obviously should do) then Frazier's victims list is clearly better than Lewis.
Then consider that Lewis' losses are to guys that aren't anywhere near the level of whom Frazier lost to, then Frazier's career looks even more clearly better than Lewis' career.
