I would say no. He has a very pretty record but never stepped up at all in those 10 title defenses. He seemed to completely avoid Antonio Cervantes, Nicolino Loche, Alfonso Frazer, Eddie Perkins, Rodolfo Gonzalez, Adolph Pruitt and Carlos Gimenez. All top ten during his tenure and all very good. Even if he had fought Victor Ortiz rather than Antonio Ortiz I would have given him props, but he was firmly nestled into defending against more ordinary opposition. One of his better wins was over long-in-the-tooth Bunny Grant. But even then he wouldn't put his title on the line, opting for a non-title 10 rounder. It was sacrilegious of me not to add Hector Thompson to that list of to ten fighters. Thompson was a fantastic fighter
