As far as accomplishments, I'm with EO. You can't cease to fight top competition and keep your spot.
As far as who I think is the best boxer, regardless of recent activity, I would pick Crawford. However, this way can be tricky because Crawford has not been testing his skills in bonafide contests against other top fighters. So we are actually assuming that his skills have not faded since his last outting with a top opponent. For this reason, I tend to base P4P lists more on accomplishments, level of competition, and activity.
I don't have anyone on my p4p list. Upon thinking about it, I've come to the realization that aside from a few high-profile fights, of how absent from the sport I've been the past few years and came to the conclusion that I don't know what the heck I'm talking about... However, if what EO is saying about Crawford is true with his level of opposition (even though I looked it up and it doesn't look all that bad) then he should drop down a bit. Crawford’s priority in 2018 was the paycheque over legacy.
