I've seen a variety of odd-numbered rounds. It's fine if you don't want any draws; especially when you're having a single elimination tournament. But I suppose 11 would have to be one of the weirdest, because 12 is standard for championships and 10 is usually the limit for non-championships. ... So, wtf is 11 rounds for? Trophies?

Yeah Argentina has had it regularly 9 and 11 rounds... and they score 10-9.5 for close rounds.. which IMO is the way to go.
