In my view they hold some weight but not as much as the wins in the new weightclass. Usyk's win over Hunter is somewhat relevant at Heavyweight as they are now both Heavyweights. Usyk's win over Briedis is somewhat relevant because Briedis is a top fighter, but it's not that important at Heavyweight. His win over Chisora holds greater importance than both. At lower weightclasses when there are only a few pounds separating them, they matter more than the higher ones.

Canelo moving through the divisions is better than the lighter weights,you only have to move 3lb and your in a new weight down in the lighter divisions but from 140lb up it jumps 7lbs sometimes more so for me canelo jumping from 154 to 160 to 168 then to 175 is very impressive.

Kinda of depends on your relative size at each weight too I think
If you start at 122 when your 18 and as you grow you move through the weights to 135 then sure you have moved up 3 times, but you have just grown and have been fighting at your proper weight, so they hold a fairly normal amount of value. (The most common)
If you start absolutely weight bullying and then move up a couple of times to your proper weight then I value those early wins as less proof of how good you are, you have just shown you can beat up guys smaller than you and dosent nessasarily mean you will adapt to guys your size (crawford).
If you move up clearly past your best weight and fight as the smaller man then those wins above your weight should be valued well. (Loma, tank, manny, mayweather).

Not as much as when Armstrong did it. Too many weight classes for it to make a huge difference. Always exceptions, like Canelo, but when your four weight belts are separated by 10-15 pounds in total, not huge.

Duran, starting at 118 in the mid-60s weighing in a couple of hours before the fights, beat the shit out of a light-heavyweight/cruiserweight in mid-89 for the WBC crown (when only the WBC and WBA counted).
