Fury was at a UFC facility a few days earlier. Not the first time TR did this. I predict they'll drag it out and try to get out of the fight so he can fight Joshua. Hope I'm wrong.
Why reward Ortiz?

The Cuban has achieved nothing notable during his entire career other than suffer two stoppage losses during undeserved title shots.

What’s the Cuban done to deserve to face Whyte?

Luis Ortiz has already rejected the Whyte fight once before.

That's because his reputation is built on the two fights he had with Wilder just as Wilder's is built on having twice beaten the great Luis Ortiz.

This assumes they are two world class heavyweights but neither has ever beaten anybody else that you could even claim were world class. It's just as likely they are two contender-level fighters whose reputations for excellence are mutually supportive, like two drunks holding each other up on their way home from the pub. ;-)
