OK, without going to the records, and given that even State titles were 15 rnds back in the day I was thinking who fought the most. I'm thinking someone back in the 40s like Ron Richards, But I reckon Paul Ferreri just from having an interest in him.

Ron Richards had 133 fights and would be an obvious candidate.
The other question to consider is not all those billed 15 rounders of his went the distance. In Ron's case he won 58 by KO and lost 8 fights by KO.
It would be a very, very slow job to go through each "bout" records for the different candidates in BOXREC and collate the stats. Not even recommended for those in lockdown to pursue.
