Based on the proposed date of the Porter bout, Terence Crawford would have only fought once within two years.
This applies to Errol Spence Jr., Manny Pacquiao, Mikey Garcia and Keith Thurman.
I could also name fighters from other weight divisions that have been as inactive as Porter, such as Sergey Kovalev, Dmitry Bivol and Artur Beterbiev.
Therefore, why single out Porter for your criticism?

COVID has been a factor for sure, but the welterweight division is dead until the super talented young guns like Boots get a title shot.

Should have purse bids with crawford in the next few days. So Hopefuly that fight happens. And if it dosent porter might fight for a vacant title depending on who pulls out.

If I performed a similar analysis today, the results won't be too dissimilar.
To be fair, if you take a look at the PBC's stable of welterweights, Al Haymon's matchmakers have orchestrated lots of decent bouts.

The PBC/Fox/Showtime have staged fewer events over the last 18 months, but so have Top Rank/ESPN and GBP/Matchroom/DAZN.

Two durable fleshy Californian-Mexican heavyweights with crowd-pleasing fighting styles competing a few days prior to Cinco De Mayo.
Both guys were hometown fighters competing in their own backyard, with the vast majority of the men appearing on the entire fight card either had Mexican blood or spoke Spanish.
The event generated roughly $6.5m in PPV revenue, excluding gate receipts and other sources of income. The purse total of the entire fight card was roughly $2.5m.
It doesn't really sound like a pointless business venture to me.

Take the pbc investment money and eatimate the losses. Read the tea leaves when you see broadcast partners looking to cut deals. Look at the guarantees and putting fighters like the charlos and ruiz on ppv

For sure, the PBC wasted a lot of money on unsuccessful time-buy deals with various networks when it initially launched.
And prior to 2018, a lot of fight fans were quite rightly speculating about the imminent demise of the PBC, but then they signed lucrative deals with Showtime and Fox. It’s been smooth sailing since then.
It’s important to note that the same boxing insider allegedly claiming that Fox were considering terminating their deal prematurely, has also claimed that the PBC will simply hook up with CBS instead.
I don’t believe that PPV’s are an indication that the PBC is struggling with finances.
I really don’t know what to say, you’ve formulated an opinion based on an uneducated assumption!
For the record, the PBC might fail at some point in the future, because it can happen to all businesses, but I’m not a religious guy – I don’t make predictions based on faith alone, which is precisely what you have done.
If you could furnish the forum with some evidence to support your assertion, then I might even agree with you, but you can’t, because you haven’t done any research!
Tell me I’m wrong and provide your reasoning, something other than a three letter acronym.
