I think what he is saying is why don't the major organizations force boxers from dropping lesser titles if they are to compete for the major belts, or force boxers to drop lesser titles if they are already belt holders of lesser titles. :maybe:

Or maybe he's making an argument that if you are the champion in one organization you shouldn't fight for the other belts. :maybe:
