He definitely wouldn't be high on the list if he makes the 10 though - but it could be argued he should be considered as good as Murray. He ran the #1 in the division (Smith) as close as Murray did when he fought the #1 in his division - and neither have chalked up a solid win. Whereas someone like Macklin did win at European Level (and some good European fighters) before moving up to world title.
Maybe a "sleeper" to be mentioned here for the lower portion of the top 10 - Adrian Stone - not a bad final three fighters to lose to - Vernon Forrest, Shane Mosley and Sergio Martinez. Again maybe more talent than accomplishment.

having done a quick boxrec, magee was much more accomplished than id remembered, olympian too before going pro

Magee was a full champion - awarded out of the ring and defended (and lost) vs Kessler - Kessler was the champion in recess but he was stripped when they fought.
