Would seem pointless making a rule and then letting people bypass it although I don’t think it’d be fair for Avanesyan given he trains/spends a lot of time in the U.K.

You'd think he's already registered with the BBBC seeing as he regularly fights here.
EBU welterweight champ David Avanesyan is a Russian citizen but will still be able to defend the title on March 19 in London against Finn Oskari Metz.

Well, Boxing Scene has learned that Avanesyan is based in the UK, fights with a Serbian license and is of Armenian origin - and the fight was scheduled before the Russian invasion of Ukraine.
Ava has been feasting on low level competition since the Kelly fight. He seems like he's waiting for the Benn fight but it ain't going to happen so why not move on? He must be 33/34 now so he doesn't have time to waste. Crawford doesn't have a fight lined up so why not make a statement and beat someone like Kavaliauskas?

Frank said Metz is the best opponent they could get. I’m sure it is when you’re likely not offering much for potential opponents and Ava on his own doesn’t draw much financially.

I agree. Every interview him or Neil Marsh discussing Avanesyan they mention Conor Benn. They should forget about it and make some meaningful fights.
Frank has done great for Parker (another one of Marsh’s fighters) but just because he did a good job for him doesn’t mean he can make the big fights needed in a much more competitive division - particularly with someone who struggles with English and in a division where FW doesn’t have many top fighters (just Essuman who isn’t ready for it).
