This is what ended up with. And to answer another question I had seen it's overall how powerful the average clean landed punch is. So more about strength in this case than Flash KO power (though flash KO power is an obvious indicator of punch strength obviously).
Here's what I ended up coming up with based on KO stats, taking into account overall size and leverage, research based on boxer opinions of who hit them the hardest when comparing fighters they've both in the ring with, and then film etc.
100 is the maximum power rating and 75 would be the lowest. Give me feedback. There is a lot of guesswork here and matter of opinion.

Cleveland Williams a 92 ??? Marciano 5 pts higher than Holyfield, who only dropped Mercer, Tyson and Bowe.

Too high:
Anthony Joshua (Valid argument, who with a great chin has he really knocked out? Mostly a guess at this point.) Adjustment Idea (91?)
Chris Byrd (Just a tip tap puncher I know, I guess we could move him down to Eddie Chambers Leon Spinks level (77?)
Corrie Sanders (So I guess his main claim to fame is the KO of Wladimir and his questionable chin. We could move him down to say (88?)
John Ruiz - Another one who really doesn't have a signature KO, so I could agree on the down rating. (81 or 80?)
Lamon Brewster- Not a ton of experience with his fights to be honest a total guess? We could shoot for (86 or 87 maybe?)
Michael Spinks- Really not much to go on at HW, Never took down Holmes, we all know what happened against Tyson. His only signature Ko is of Gerrie Cooney (85 maybe?)
Mike Tyson- This one is difficult for me to move. Was at his best for such a short period of time. I would say signature stoppage was old Larry Holmes (who still had a good chin). 98 is pretty high but would we say Wilder and Vitali and Lennox Lewis were overall heavier handed power wise? I have to think he's as heavy handed as Joe Louis (94?)
Oleksandr Usyk-Again not much to go on so I would agree on the demotion here. I would imagine he's at least at Pinklon Thomas level of (84?)
Shannon Briggs- Another type of guess, was too vested in his career to be honest. Maybe an (89, or 88)
Sonny Liston (Obviously a hard puncher but not 100) - My main take on him was the interview Ali had said where Foreman I let hit me, Sonny I knew I couldn't let hit me because i'd of been out of there. There were a couple other convincing things I had read. With that being said I felt i'd be in the minority here. I still thinnk he belongs above Deontay WIlder (97?)
Tex Cobb I agree, kind of swung and missed here after thinking about it. Could see around (85?)
Tommy Morrison- This ones tough, I feel like that left hook was devastating but from what i read he didn't have power in both hands ike some of the others higher on the list. I could see a demotion down (91?)
Tony Tubbs- Again another tap puncher, I could realistically see (80?)
Tim Witherspoon- I could see him being moved down to an (88 or 89)
Tyrell Biggs- I could see down to 81? I know not a real puncher.
Vitaly Klitschko - Would you say Wladimir had more power than Vitali. I always thought of Vitali as the more dangerous fighter whereas Wladimir had to switch everything due to his weak chin. Would you say he goes down to Wladimir either at 91 or even below to 90? I think he's heavier handed than Tyson Fury.
Too low:
Donovan Ruddock- I know his whole game was power, the max I could see would be 92 or 93? Was he really one of the all time great power punchers overall? I already feel he's pretty high.
Ernie Terrell (not that he was a big puncher, but he had a little pop) - We could probably move up him to around 83? 6-6 man who hit harder than it appeared for sure.
Gerrie Coatzee- I could see Coetzee being 84 or 85?
Jack Dempsey- Maybe 92 for Dempsey? Most of his early fights when he's deep in his prime aren't out there so this was a hard one.
Joe Frazier- After Rewatching his first fight against Jimmy Ellis again I could definitely see a 91? That left hook is just lethal.
Larry Holmes- Do you think 88 more Holmes? I never really tought of him as a puncher. His jab really buckled some guys and he got some late KOs but one could argue it was just as much due to his superior conditioning? yah nah?
Muhammad Ali- Similar to Holmes I think the majority of his big KOs were by gassing guys out. Other than Foreman, is there anyone else he dropped with a super chin? I know he was hard to rate because he would coast with lots of guys he shouldn't have and then turn it on. I guess I could see 88?
