Given how inactive and long it takes to make big fights, age plays a part.
Haney has a big head start- 4 belts @23.
He needs to move up soon, looked like a WW last night. Problem is he is boring. My pick for a fans fan pick, but ultimately hindered by not generating mass appeal.

Davis has wasted 3 years of his prime already and doesn't have the dedication to make and fight at 130 where he could be an ATG.
He has made heaps of money, so good on him. My pick for ending up broke and or in jail.
Zero belts @27

Stevenson seems to be dedicated enough to stay at SFW for a wee while, and has the frame for LW later on. He is my pick for legacy.
Multi champion @24

 Tank fight a legit champion?
Maybe if he is cashing out.. But he will have made enough cash not to need to cash out, and then there is the exhibition circuit - kill me now

Good question.

Haney is not a protected fighter, he'll fight anybody. But it seems that Davis will avoid the other two.

Stevenson I'm not sure about - his management may or may not be willing. A fight between he and Haney would be interesting and competitive.

If they keep protecting him Tank will make the most money of the 3 of them. He's ironically one of the 5 biggest stars in all of Boxing right now in spite of not being one of the 20 best P4P.

Haney or Stevenson will achieve more than him, and may have already achieved more than he ever will at the rate he's going.

27, it's starting to get to where you start asking why hasn't he stepped up?
The answer is that he doesn't need to, he is making more money than all the champions
