So I did a little research, and found this report about Inoue's performance in that tournament. The website is in Japanese language. So right click and translate to English.

Translate says "The most difficult battle was against China in the semi-finals. I couldn't carry out the match as I imagined, and I got a lot of punches. Inoue allowed the opponent to lead 2 points in the 1st and 2nd rounds, but was not defeated there. He showed his full mental strength in the third round and regained two points to win the decision.".
So I suppose the real score was 21–19. Can anyone confirm it?
