Chris Eubank jr and the IBO

Did Chris give up the IBO Super Middleweight Title, If so why? I'm sorry I haven't followed as close I should have

Personally, I have no idea why anyone would pay IBO sanction fees when there are other belts on the line in the fight. Groves had the right idea not to pay them in his fight with Eubank.
